ちゃんと論文を読んだところ、割れ窓理論は防犯を目的とした主張でないことがはっきり分かった。犯罪ではなく、「中流階層の市民が感じている不安」を取り除け、という内容。

犯罪件数が減らなくても、街の中からホームレスや、精神疾患者や、アル中や、たむろした若者が減ったら、中流階層の人たちは「安全になった」と感じる。それが目当て。
